Decisions which are made on the basis of poor-quality data expose public sector bodies to risk, and cost them money. Some risks – such as regulatory noncompliance – are immediate. Longer term risks include policy and performance failure, especially when an optimism bias or a mistrust of internal data hinders realistic, grounded forecasting.

The financial costs of patchy information are sometimes clear and quantifiable, as in the case of fraud, error and debt.
